Varanasi is a tourist place so, people will try to make money and just say NO and move on. Last year 72 million tourists visited Varanasi so, there will be few people who will try to make money(it's completely normal unless someone is not harassing you it shouldn't be an issue). You can just ignore the street sellers. You shouldn't respond to them at all. If you keep responding and acknowledging them, they'll make another attempt to try to sell it to you. You don't need to be so polite with constantly saying the "no thank you". Remember this is not Scotland or a western country and these are street sellers trying to sell their products no matter what through any means necessary. I would most likely start jogging and outrun them.
