Good video but my list(the correct one) is(top 30)-imu,joyboy/nika,xebex,ryuma,wb,roger,kaido,dragon,mihawk,garling,shanks,big mom,shiki,kong,akainu,garp,aokiji and sengoku(could go either way hard to chose),rayleigh,oden(could go higher as high as sbove big mom),fugitora,kizaru,ryokuguo,luffy,blackbeard,sabo,saturn and saint v nasjuros(hard to choose),saint to man warcury,saint mars(hm-saint jupeter and more).

Luffy's df is most useless fruit. It provides neither defense nor offense. Most of the fights which luffy win is due to his own strength haki and training. First let me explain this before you make any argument. Most of the dfs we have seen have something extra ordinary. But Nika fruit it does nothing. It only make the body rubber and nothing. At first when luffy tried to make punch it deflect due to its rubber nature and second imagine bajrang gun move without haki hit kaido it will be nothing. Now most of the people say that he grabbed lightening due to his devil fruit but what is the benefit of it kaido dodge it like nothing. In future I might show its supernatural ability but till now it's useless.
