For perspective, 16.55$/hour is minimum wage in Ontario currently! The current living wage, depending on where you are in the province, is estimated between 24-30$ an hour for full time work. This is a great job for a young teen, but not for anyone who has actual bills to consider

No, you can work at 13, however it usually requires a workers permit.
