One Institute offering me that they will get me scholarship and accommodation (stipends) for public university with Garranty if they will not able to get me scholarship and stipend then the will refund all money

admission in POLITECNICO DI TORINO has started for 2023-24.But the call is available in only Italian. So please make a video on it. And one more thing -should I give TOLC Or TIL (for engineering in bachelors) because POLIMI is asking for TOLC and POLITO is asking for TIL.By the way i have give the SAT exam and just got the marks which is only little more than the required marks of previous call of 2021-2022.
