HND degree holder can try to have WES evaluation report, this will make the degree to be evaluated in comparison with US Bachelor degree. Presenting the US bachelor degree report will give more opportunities. Also, to chip in MSc is a 180 credits course while PgD is 120 credits course and in some difference might be thesis or seminar as Mr Abraham have said.

I believe someone with HND and PGD from Federal university of Akure can apply straight to Masters program in most universities in Portugal? Because I believe that is the requirements for HND +PGD to apply for master programs in most universities.

If you have HND and PGD, you can apply in any university in Portugal. However, if you have only HND, you can consider the four universities that were talked about in this video.
