partially yes partially no coz companies like google need a ton of soft eng and will never settle in haryana coz there will be a obligation to get 75% inturn decreasing supply and irrationally increasing wage . when it comes to companies from UP they have net negative incentive to move to haryana as UP already gives so many capital subsidies .This bill was just to push employment to haryanvis thats it
