At first u must know Lokpal is not any post so u should not use India's 1st Lokpal..rather lokpal is an investigating agency having 1 chief and 8 members.

U can go to police station and register FIR under section 166A of Indian penal code. Which city u belong to ???

in most cases police will not help you.....if they dont then approach police with a lawyer and ask them to give the reason in written for not registering your complaint......if they still deny you then you can meet their higher officers. if they also dont do anthing then you can approach judicial magistrate of district court. the court will summon him if required.
