Manufacturing is highly regulated in India. Domestic demands is saturated and export is regulated by govts to protect their respective govts. Being capital intensive people are afraid to invest in manufacturing.

Indian infrastructure is without proper organization and planning. Indian system is bad too. Everything here happens for vote and vote bank, not for actual development. Just compare infrastructure of India with any top 20 GDP country and 99% times they will be much better. I'm not just talking manufacturing infrastructure I'm also talking about Public infrastructure which helps making life of people better. Almost all the times they give reason why manufacturing is not present in India are which needs to be tackled after you solve basic issues. India needs to readdress all the basic issues first then think ahead.
