Talking about the safety, what if there's a tsunami/cyclone. Why not built it like a Naval Ship with the power plant inside it powering the ship as well as producing energy for useful work & and can be easily driven without any dependencies. Can be explored more for using it as power plant for Aircraft Carrier and many more.
