Arbitrator is a judge as per BNS. He is empowered by Arbitration Act to pass definitive judgement which if not challenged, is definitive judgement and enforceable as a civil decree.

Thanks for explaining the concept so insightfully! Why does Section 17 of BNS (19:50) omit the local government? After all, after the 74th Amendment, we have a three-tier government! Is the local government is not relevant for the entire scope of BNS?
