I don't think anyone's defending someone texting while they're moving because that's just stupid. That being said, it's just as stupid to think that someone who's at a complete stop in traffic poses a threat to anyone by using their phone. Someone staying still when traffic starts moving is literally the worst case scenario in that situation. Inconvenient? Sure. Dangerous? No.

Its illegal in Iowa....Any minor is protected by the state law made in 2003. Minors cannot be filmed without permission on public property, or private property where privacy is expected. (bathroom, changing room, etc. ).

ACTUALLY most states define the law as while the vehicle is in motion. If they don't have it written that way it is a gray area but is only usually successfully cited as a violation if you impede traffic(like not going at a green) otherwise it is simply difficult to argue that sitting in a stopped car is driving just because you are on the road. Jameson Cross because the horn sometimes on bikes is to calm or something and not all people going to hear it. For example my brother has a very loud bike with stock exhaust but if you hit the horn it sounds like a scooter horn and you can't hear it over the engine that's why we rev instead of honking.
