No. Actually they're japanese. While the original Japanese versions of the games are set in Japan, the series' localizations are set in the United States, though retaining Japanese cultural influence.

There are a couple reasons that they used said 2d sprites: 1) It's one of the big jokes they were going for in this thing 2) phoenix and Maya are 9+ years older in their 3d models but they wanted "young" Phoenix and Maya to meet Ryu and Susato. 3) The Trilogy HD games are the most recent representations of young Maya and Phoenix and is what Capcom is really looking to get sales on from the Ace Attorney series right now (along with Dai Gyakuten Saiban 2 of course) 4) Nostalgia 5) Layton V Wright was a spin off soooooo it's iffy and is non-canon.

For all we know, Level-5 could have created the 3d mods of Maya/Phoenix in that game and thus Capcom would have to jump through some hoops to useit in that case, which simply isn't worth it for a joke video on youtube. Even if they could use those models though, the 3d models still don't represent the younger characters as much as the 2d sprites and the 3d models don't represent the original trilogy as much as the 2d sprites.
