how can getting a 494 visa disqualify you from getting a 491 visa as they are both provisional visas? The disqualification for the 189 and 190 makes sense as they are permanent residency visas

Hi, my wife is studying diploma in hospitality. She will apply for post-study visa and subsequently she will do job ready program. An employer in a regional area wants to sponsor her but the the problem is that she doesn’t have a minimum of 3 years experiences as a chef.
