Genuine question, why don't you just uncheck "flatten" in the popup from the circle option from looptools ? It'll make the same perfect circle and respect the curvature of the cylinder at the same time. Or am I missing something ?

It does something weird and idk what exactly. It can sbend the shape in weird ways if you try to make a "for example" muzzle or flash hidder. and loop tools glitches out when its faceing a inside face (for example, inside of a gun barrel) and it then becomes unusable.
