I wouldn't say their cookie form is their original form. In the story, the Sugar Swan was only ever described as a _swan_ before her actual appearance, and we only see the cookie form briefly before the festival. Afterwards it's back to the big swan form. So it's seems to be like the 5 dragons whose original forms and fearsome and powerful, but they take cookie forms because they're growing weak. The difference being Sugar Swan has enough strength to remain as her old form.
