The difference would be as simple as "One is pre-teen and one is teen" or "one is has innocent, child-like appearance and one has slightly more matured appearances." If I'd to compare, shōnen character would be someone like Naruto in Naruto Shippuden and Shōta character is someone like Ciel from Kuroshitsuji or Alexander (Qwaser of Iron) from Seikon no Qwaser. But all those argument would hardly matters in front of the judges in the court, I believe.

Shounen on the other hand, is more towards normal guys tho it does counts those who arent handsome too, minus the kimo-ota types. Once a shota grow up to be a shounen, then they cease to be a shota, altho there are some fans who keep following them even when they become ojiisan. Btw on a side note, shonen meant something completely different to shounen.
