In fact the charity of Kosem was very clever. I mean I have no doubt that she had compassion. But you remember the scene in season 1 where she gives dowries to poor girls for their weddings. Historically, not only did that allow her to do good to those around her, but also she had a very good network of spies (the women they married, in particular her slaves whom she freed before finding them a good match, allowing them to report to him the facts and gestures of their husbands).
