Actually dear.I used to think same.But,now I'm realising more than degree,qualifying exam the person who know ground level work is required and should be promoted.We think that UPSC is one of the hardest exam soo all our officers are very competent.Nope its not correct.We have worlds most incompetent beurocrates they hide their incompetency behind corruption.they hide behind the word corruption but the actual problem is incompetency. Just listen to any advisor or any cooperator of India their interview or how they have described our situation.They have always tell that our beurocracy have very primary level of understanding and competency The best beurocrates in world is of France,Israel,Germany,Japan,With Korea,US and Russia.Our beaurocracy don't have any accountability and peoples are not understanble enough.these countries don't hire their beurocrates on basis of only exam they are required to have some working knowledge in the area they are chosen for.Together with they exam syllabus are way more high-tech then ours .France gives their beurocrates 3 years of tough training and to devlop celibacy they even send them in war affected area and areas where Theory doesn't worked much cooperative with practical.same with US and UK
