You are absolutely right, even if one wagon is loaded above CC, it means it will be treated as Sumo rake. Mini rake also if loaded above CC, we have to follow Sumo Rake rules only. Thank you for your interest 👍

@@Amirkhan-Railway-LDCE In SCR CC+8, CC+6 and CC+4 routes letter was signed by CFTM and on that basis I guessed the answer as CFTM. But the NAIR answer looks more appropriate because track related permission should be granted by Engineering Boss. Thank you for sharing this information

Sumo Rake memo is given at Loading point and it should be attached to BPC & VG and it should be preserved upto Destination. If Stabled Enroute it should be kept with SM

In SCR there are 3 types of Routes 1. CC+4+2 - DMM TO PAK only one line (New Line) 2. CC+4+2 - (i) Kakinada to Kotipalli & (ii) SC/HYB TO DHONE total 2 Lines only 3. Rest all lines in SCR are CC+8+2 Routes

100 t. means, 100t. Gross tonnage of a single wagon. One wagon have 4 axles. If each axle have 25t. Max. axle load then 4 axle can bear 100 t. weight. 25*4=100t.

When inner Distant Signal is Defective,Treat it at On Position (Caution) and pass it cautiously and ensure that it is inner Distant only, After actually seeing the Home Signal Aspect (Proceed) then only increase the speed.

*JOINT PROCEDURE ORDER for OPERATION OF TRAINS LOADED WITH CC+8+2 or CC+6+2 FOR ALL TRAINS ORIGINATING OR RUNNING ON S.C.RAILWAY * 1.0 The following instructions are hereby laid down to deal the trains loaded with CC+8+2 or CC+6+2 tonnage. 1.1At the loading/originating station, the Station Master or Commercial Supervisor in-charge (in absence of SM) shall serve a memo to the Loco Pilot and guard of the train indicating whether the train is loaded with normal CC or CC+8+2 or CC+6+2 basis. The memo should also indicate whether the train has been weighed on a weighbridge or not. This memo shall be tagged to the BPC and VG and continue till the destination of the train i.e., unloading point. 1.2The Loco Pilot and guard shall not start the train till the memo mentioned in Para 1.1 above is obtained by them under clear signature of SM or Commercial Supervisor as the case may be. They shall be vigilant about special precautions to be taken enroute including speed restrictions in force in view of higher payloads of the train. 1.3Once the crew has the memo regarding CC+8+2 or CC+6+2 tonnage and weighment not done, the Loco Pilot shall not exceed the speed of 40 KMPH till the rake is weighted at the next weighbridge. 1.4If the train is stabled enroute, the Station Master concerned shall collect memos tagged with BPC and VG from incoming loco pilot and guard. While clearing the stabled stock, he shall hand over the same to the out going loco pilot and guard. The outgoing Loco Pilot and Guard shall ensure that such memos are tagged with BPC and VG respectively. 1.5Operating branch shall ensure incorporation of sectional speed restrictions for CC+8+2/ CC+6+2 operations in working time tables as permanent caution in consultation with engineering branch. SMs of notified stations shall issue caution orders accordingly. 1.6At crew changing points, it is the responsibility of incoming Loco Pilot and Guard to handover the BPC and VG respectively to the outgoing Loco Pilot and Guard. If the outgoing Loco Pilot and Guard have not joined in time, the BPC and VG along with memos shall be handed over to the SM on duty in station/lobby who is responsible for preserving and handing over the BPC and VG with memos to the outgoing Loco Pilot and Guard. In such a case, the SM on duty should maintain record for handing over and taken over of BPC and VG along with memos. The outgoing Loco Pilot and Guard shall ensure that such memo is tagged with BPC and VG. 1.7The maximum permissible speed of such trains is restricted to 60 KMPM. Specific reference as under shall be made in bold letters on the top of the caution order as under:- Note: Speed Restriction of 60 KMPH shall be observed when a train is loaded with CC+8+2 or CC+6+2. This will be further subject to maximum speeds as per Annexure-I of JPO and other speed restrictions in force from time to time. 1.8Caution boards shall be displayed at Crew Lobbies as well as notified stations prominently depicting caution orders based on track structure. 1.9The speed restriction of 60 KMPH is to be further restricted as per the speed mentioned in Annexure I of this JPO or as per the action required to be taken as mentioned below vide Para 1.10. 1.10 Following procedure shall be followed for dealing with wagons overloaded beyond PCC+ loading tolerance. a) It shall be ensured that loading in wagons is limited to the permissible carrying capacity + loading tolerance. b) In case when overloading is detected beyond permissible carrying capacity and loading tolerance, the following procedure shall be followed. Gross weight of nominated Class wagons of trains loaded for Action required to be taken CC+8+2 CC+6+2 CC+4+2 1 More than 91.28 tons but less than 93.28 tons More than 89.28 tons but less than 91.28 tons More than 87.28 tons but less than 89.28 tons Get the load adjusted/unloaded or excess load wagon detached or run the rake at a restricted speed not exceeding 50 KMPH. 2 More than 93.28 tons but less than 95.28 tons More than 91.28 tons but less than 93.28 tons More than 89.28 tons but less than 91.28 tons Get the load adjusted/unloaded or excess load wagon detached or run the rake at a restricted speed not exceeding 30 KMPH. 3 More than 95.28 tons More than 93.28 tons More than 91.28 tons Overloaded wagons to be detached at the station and the load split into another wagon brought at the site or the material off loaded and then the train is allowed to run. Commercial action for overload and resulting detention are also to be taken separately as per the extant rules. 1.11 1.12 1.13 2.0 3.0 4.0 5.0 6.0 The SM of the originating station or enroute station where the rake is weighed shall inform the Divisional Control Office immediately regarding the overloaded wagon in a particular rake. As per the provision of the Para 1.10 above, the Divisional Operating control shall arrange to issue Caution Order to the GDR of the train at the next station. The special caution order shall also be tagged with BPC and VG till its destination i.e., upto unloading point. Functioning of the weighbridges in the Division should be reported in the daily position. If the weighbridge goes out of order than loading shall be permitted upto 7 days by DRM, upto 30 days by COM, upto 6 months by GM with their personal approval. If the weighbridge remains out of order for more than 6 months, loading of CC+8+2/CC+6+2 shall not be permitted. In case of overloading of rakes, the action prescribed in this JPO shall be in addition to all those actions that are required to be taken under extant commercial rules, such as levying punitive charges, demurrage charges etc. Review of overloaded rakes and action taken should be done at the level of DRM/ADRM on a ten day & monthly basis and report sent to Zonal HQ where similar review shall be done at the level of PHODs. Adequate power to be provided to trains with higher trailing loads to avoid stalling. It should be ensured that all locomotives hauling trains are in good fettle and have a functional speedometer and speed recorder. Loading of gypsum during the period from 1st June to 31st August and loading of E&F grade Coal during the period from 1st July to 15th August on CC+8 routes will remain same as applicable on universalized CC+6 routes i.e., 65 tons in BOXN/BOXNCR/BOXNHS/BOXNEL, 64 tons in BOXNHA, 61 tons in BCN and 64 tons in BCNA/BCNAHS wagons. (R.C.No. 28 of 2008 and R.C.No. 41 of 2009). It is clarified that the instructions contained in this JPO are in addition to those in G&SR and other Operating Instructions for Safe Operation of trains. For ensuring Sumo rake we have to see the individual wagon’s load. Even if one wagon is loaded more than its Carrying Capacity (CC) then the train will be treated as Sumo rake.
