In other words, if you have two debilitated planets aspecting each other then you'll have a Neecha bhang Raj yoga. The Saturn placement indicates some trouble at home. Unrestricted evil, egoistic action, and a lack of self restraint and aggression of all those occupying the home/ especially the Mother. The 1st and second will be impacted. Your ability to save will be null. You, yourself will be evil. Sun in Libra in 9th house, your father wasn't there to give you the right teachings. You have lots of enemies/and health issues...fights and litigations with people. The aspects of Saturn shed light on the career as well. Aforementioned problems with authority exists. It depends on the wholeness of the [entire] chart.

Had the same question, with a disclaimer, this might be totally wrong, think it should work for debilitation Rashis too. House Karakatwa is the only one considered over Rashi is my 2 cents. From the example Kapil gave NY to Alaska, gathered Saturn as Karma karaka is happy dispensing their job in a cold/remote place than the hustle and bustle of New York city, arrived at Rashi to be environment around. Similarly Aries exposes Saturn to leadership environment and limelight, while he doesn't relish that being an introvert, at the same time dispensing the duties of that Bava (based on Ascendant) he finds his inner peace, and happiness. More like, not a great work environment but the work itself is engaging and gives meaning to oneself. This concoction is open for correction and improvisation :).

You know krs you already discussed about it. Exalted moments the planet feels Like in Jupiter it's from 8th from itself and moon it's from 11th from itself and Venus it's from 6th from itself and mercury it's from 4th from itself and Mars it's from 10th from itself. Though not always true). Other things also matter like if mars have any relation with this and when your saturn mahadasha starts, and the sign in which it is placed. I have retrograde so its impact is 3 times the normal placement. As a remedy I used to donate 4 handful of almonds outside temple or pouring 4 bottles of alcohal/rum in river and that worked for me

We count from that house itself. Eg: If Sa is in 7th House, then 7th H will be counted as 1st and 9th from Sa in 7th would land in 3rd House. Hope that helps!

I have Saturn AMK @ anuradha 4 vargottama at Ascendant and Sun AK placed in 9th H @Pushya 4 making 5;9 vice versa.Interestingly in D 9 they are placed extremely close Saturn AMK @ 10.41 anuradha 3 and Sun AK @ 11.23 anuradh 3 .
