An aftermarket downpipe on my Wrx made me fail SMOG, had to replace it with the OEM downpipe. Yet the Acura that looks like it is gonna fall apart passes SMOG and gets his registration. Oh California you are a mess.

Drew didn't make it up, R.I.C.E. was created as a joke acronym for rice as the evolution from the rice burner pejorative turned into ricers as people that added ridiculous visual mods to JDM cars then later someone on a forum somewhere thought of this acronym. I heard it since before drew was around.

There was even bumper stickers phrasing " I eat rice" or "I eat corn". Example: Supra=rice, Mustang=corn.

Whether it's cold air wholly depends on whether someone does the duct work to route air coming from the outside, preferably from the front of the car. Some of them capture from a dedicated duct from around the grille or the wheel well, other custom examples will delete a headlight and intake from there.
