To keep them from capping C. The enemy team was up on points. Zorky could handle Prussen alone but Satsuma and Regolo were heading to C. It's dumb luck that regolo was as dumb as Smalland and turned around to gift his ship (and points) to the zorky/smalland.

its not retreat, it is defends. Zorky probably intended ask smaland to fight Regolo (which he might think regolo goes to C but instead he goes B) so the one who can fight regolo if smoke up is smaland which has radar and full hp so reasonable to ask smaland go there which also zorky already commit B then smaland still could go C in early.

tbh, if regolo go to C and cap D they probably lose which also regolo could spot sekriyu and satsuma do the job. on other hands, their point is losing

Probably to defend C, that the Satsuma was heading for. But Smaland was fine either way.
