That's the full powered Destruction Wave. In DBZ, they made Piccolo's fist bulks up when he does it. He last uses it against Raditz, and that was the very last time we see it used. You can uses it in the games though, especially the Budokai games💯😊. This is also the first and last time we see Goku uses the Super Kamehameha Wave💯

Slight misconception you have there, so the dragon balls are tied to Kami, or after Kami and Piccolo merge during the Namek saga Dende (after Dende takes his place) at this point in time if Kami dies so does Shenron. The reason Z still has earths protector and dragon balls is because of Dende using the Namekian skills to make them and breath life into Shenron.
