The R96 version only really runs on New hardware, and the port as a whole runs better on New hardware.

If this was official it would probably be nothing more than a lazy port or emulation. This is the render96 fan project however, the definitive way to play.

To be honest, I don't think it's really possible. From what the internet has been trying to do for upwards of a decade now, they still can't get a good N64 emulator running on the 3DS, regardless of what model you have. There's only one, DaedalusX64, which got a port to the 3DS, however most games run like crap or don't even work. N64 architecture is pretty difficult to work with, and the 3DS isn't very easy either. Same thing with the Saturn and a little with the PS1.

It's not really one person making it usually. Almost every console has a port by someone now. Infact even the browser port runs 60 fps with widescreen on something like a Chromebook.
