It’s on top of the lighthouse. There’s a switch on the stage that opens it up. It’s at 31:09 in the video

And somehow, Sega can't seem to figure it out. 1. Return to the old graphics. 2. Hire people whole deeply understand the level design of the original games. 3. Build your own engine from scratch and stop using Unity.
