Saiyan energy is plasma. Super saiyan 2's energy is so great its plasma is constantly leaking out of the energy.

this phenomenon has occured with Grade 1. these discharges are meant narratively demonstrate not only an exceedingly large amount of power, but also shows how turbulently that power flows in the moment. because there are moments with forms above Grade 1 where this phenomenon isn't present at all. so it's clearly not just a Super Saiyan 2 and above thing, but wholly power related

More like unmastered SSJ2. I see electricity is a sign that the user is unable to channel their ki efficiently, so it gets wasted in the form of sparks.
