In this game the enemy can counter whenever they want, unless they're on a team and you kill him before the other shows up. There is a chance they won't come after you but it's super rare. Also there is a counter for you to deal with his melee attacks. If you hold R1 then press triangle it'll activate a counter against basic melee attacks. When you’re about to be hit by a strong melee attack, press right bumper and triangle/Y to counter. I’ve seen multiple moments where that could’ve helped you.

By the way, depending on which character you use to fuse with, that will determine what amount of health the fusion starts with. Since your Vegeta had 1 bar left, when you fused, Gogeta only had 1 bar. But if you had fused with Goku, you would have had 2 bars.
