Generally speaking, the best recovery would be the one that *delivers* the most height. The higher it brings you, the longer you can wait while offstage before returning, and the easier it is to get right back to the ledge.

Incineroar's recovery is passable. It isn't good but it's above the lowest (Belmonts, Chrom, limited Cloud, Little Mac) and almost lowest (Ganondorf, Dr. Mario) tiers. Main thing to remember is that gaining height is his problem, so Up-B EARLY while you're still high up after being launched. Side-B, double Jump, Up-B, Airdodge. You should sort of aim to get on stage or onto the ledge with the downwards part of the Up-B, don't try to grab the ledge with the rising part.

Luigi also has an another option. Do his side special if he got punched up really high. Or if thrown at the same length as the stage, do a jump after you got blown off, the do his down special and keep spamming the down B and then you'll just fly in up and then do his side B. that's it. Or if after doing all those and you didn't get a missfire and you're about to fall down to your death, you are in luck! Because simply just do another jump and then just up B. Done and that's how Luigi get's back to the battlefield. If this doesn't work, that means you were at high percent and you died. That's a tip for his recovery move. If you wanna beat your opponent instead, just do the zero to death combo. If you don't know how, go to KZbin and just search up: "Luigi Smash Ultimate Zero to Death Combo". There you have it. Doc can actually go up further if you save your double jump for after using down b, and angling up b backwards. Angling it forward will cause you to go further, but less high

This is not really a good measure of recovery. For one, when recovering you can't use the first jump. Secondly, while vertical range can be important, horizontal range is often far more crucial. This is why characters like Little Mac can struggle with recovery. They can get up, but not side to side.
