I read something about Tony’s snap that he didn’t actually kill thanos and his forces in endgame but he just returned them to their timeline they came from. I believe it since there’s the theory about the line “when you mess with time it tends to mess back... you’ll see” so he knew that if he removed thanos and his forces from their original timeline then it could cause problems too.

Falcons wing suit would definitely qualify as an ultralight aircraft, which would mean that he could fly in any class E airspace without any kind of license, but he would have to fly slower than 64 mph (which I'm not sure is possible). There are however no regulations pertaining to people flying without the assistance of an aircraft, but there are on people falling. If you take the rules for skydiving into account, then you're just not allowed to do it over protected airspace or heavily populated areas. But here's the thing, the faa can exempt anyone from their rules that they want. Air force one or any aircraft in an emergency situation for example.
