Musically, for most of the song there are no 24ths, so you could say that it mostly goes to nothing. It's a trend that has been growing in popularity for a long time, from Midare to Pendulum, SV, etc. Like a song? put stream to it.

Well that certainly clears things up! It just seemed strange to see notes where I was sure there was nothing going on, but I was not aware that people were doing this. Goes to show how hard it is to keep up with all the different changes that are going on within the community.

Seeing you mention midare made me really happy. I enjoyed playing the midare megapacks back in the 2008/2009 era where pop songs had streams to them! The Mina Minimegapacks also did this, and Gazebo's Sexuality Violation Packs are essentially the spiritual successors of them.
