Yes, she insulted him first. But she's a Princess and a DC character. Raiden is a lame "Thunder God" who thinks he's some sort of stereotypical Asian wise-man, and is NOT DC. Therefore, it's ok for Starfire to insult Raiden, not cool for Raiden to insult Starfire. He's the intruder here, the outlier, the foreign bacteria.
