actually, all versions of pac land had this music. The american version just had references to characters from the show in it and pac man looked more like the show version.

Kinda like how Sega's "Dr. Robotnik's Mean Bean Machine" used the cartoon design of Robotnik and his badniks. Meanwhile, the CDI Zelda games used the cartoon design of Zelda. (Sort've...) It's interesting how many video games exist that have tie-ins to their animated TV adaptations.

Hanna-Barbera cartoon?! I did not know that, though thinking about it it does sound rather Hanna-Barbera-esque. It also feels like it loops kinda oddly, and if you think about it, playing the intro to a cartoon on repeat (which is basically what Namco did, by the sound of it) would feel kinda odd in that it would sort of restart more than loop really.

Redhotsmasher It's the intro to the Pac-Man cartoon by Hanna-Barbera.

What that means is that this is actually the Hanna-Barbera cartoon's theme tune but Namco was licensed it by H-B to use in Pac-Land.
