Caste system among Indian is weakening with every passing day. The main features of caste system are : 1. Untouchability 2. ⁠Hierarchical 3. ⁠caste are generally linked to a profession 4. ⁠Marriages within caste only i.e. endogamy If we compare present condition with condition prevailing at the time of independence then it can be easily observed that all above mentioned features have weaken except arranged marriages are taking place within caste only among all categories like general, obc, sc and st. Further, caste awareness is more visible in rural areas via a vis urban. In fact urbanisation is reducing caste awareness. At last we must implement subcategorisation and creamy layer in SC & ST reservation in line with latest SC judgement. The criteria for creamy layer or EWS should be same across categories.

I am belong to Sc community and I am second generation of my family who persuaded graduation...and some Sc communties are still lacking in education cause of social backwadness and social enequality...some have even their first generation who graduated..from now i got a chance to compete in only 1 or 2 seats among 15 seats but earliear i was able to compete in 15 seats because govt intistutions assumes general category as savarna category. If i mentioned my cast at the time form filling by default i considered as beneficiary of Sc St reservation... but a if i do not mention it do my cast wanished or not belong to sc community. It is arbitrary desicion made on hypothetical ground that Sc and St have adequate representation in group A and group B services. There is no data or number tells that particular sub cast in Sc has adequate representation in Group A and Group B services.

Sub categorization will divide sc's rather govt should bring creamy layer in sc's like in obc's because the reservation policy was formulated due to social discrimination of sc's st's by upper castes but the means to end social discrimination is economical and educational empowerment of these weaker sections, so the better off candidates of sc st's can compete without reservation on merit basis and the economically and educationally weak candidates in sc st's can take benefits of reservation and the ultimate truth is we cannot tackle the discrimination by reservation proportional to the population of sc st's we have to give them more opportunities than their proportion to give them more voice on institutional political and administrative level, it will be waste of time to think that upper caste will end the social discrimination of backward castes while remaining in power, even today it looks like that 50% unreserved seat are reserved for upper castes if you don't believe then see the caste wise data of representatives of every political parties and empolyees of every organisation of govt you will find that even after 75 years of independence and reservation policy the representation of sc st on higher positions is lower than reserved seats and even the total population of upper castes is around 20-24% and they have 10% ews reservation and for remaining candidates which are politically economically and educationally better than all other categories compete for 40% seats. The merit should be decided considering the social economical and historical status of candidate
