Yes but the ISP you’re connecting to will know you’re connecting to Tor. The websites you visit will also know you’re using Tor. A VPN before or after Tor can act as a middleman between the ISP and Tor, or Tor and the websites you visit, respectively.

NEVER use tor on a mobile device unless you're extremely proficient and using open source custom OS. And it isn't advised to use it one Winows or MacOS either.

Ok here is most likely the safest set up you can use. Get a trash notebook you don't care about. Set Up a virtual machine with linux on this notebook and then connect to a paid VPN. Then connect to the TOR network. Is this 100% safe? No. But I am willing to go on a limb and say it's 99% safe. Do with this information whatever you will. If you download something and get compromise kill the entire virtual machine. Again do with this information what you will. I don't encourage anything
