They ripen at different stages. Red is ripe, yellow, half ripe, green, not ripe but pick them and the plant will flower again and make more fruit. Same as chili's. I don't like the unripe ones.

When the green capsicums are not harvested, they turn into yellow and red after few weeks, that is why they are more expensive because they take longer to grow. But this video seems fake, towards the end, its visible that those bell peppers were store bought and just placed on the plant

Actually my peppers start green, turn yellow, and if left on long enough become red, so I think it depends on climate and variety.
