James Deakin made an excellent suggestion with regards to the Bus lane. Since ideally, only bus can use this, and imposing a heavier fine seems would not prevent folks from using it, he suggested that the bus should be moving counter flow with the traffic, meaning, if all vehicles are on the northbound lane, bus lane should be south bound. And let's see if these folks would still use the bus lane knowing that they would definitely be head on busses if they use it! Talk about thinking out of the box!

In US, if you’re flagged down by the police due to a traffic violation, you get a ticket. If you try to escape, it becomes a felony and you will get arrested with your license suspended.

If you run away to avoid simple simple ticket, and MMDA or Police catch up with the driver, the vehicle should be impounded automatically. I bet you that if this is the law or policy, chances of anyone running or avoiding MMDA or Police for simple traffic ticket will diminish drastically.
