Engilchek in Kyrgyzstan. Kyrgyzstan was invaded by the Russian Empire. They exploited all natural resources and Engilchek was a mining city. When the USSR collapsed in 1991, Kyrgyzstan took their independence back. Mine closed and everyone left. Now the whole country is mostly a wasteland. No radiation in this city.
