It was just a random comment in her waiting room for her stream last Christmas, where she didn't end up following through on. It's 100% her fault for making the waiting room but then not showing up, but that one comment was also picked up and made fun of all over JP Internet. Whether or not that comment was from an actual fan, the "meme" quickly went mainstream and is used all over to make fun of vtubers/vtuber fans. As memes usually go, it eventually just got so big that it lost its original context and just became a funny reference. Same thing happened with a few other Pekora-related comments, some of which weren't even from fans but made up by antis, but the chicken one probably got the most widespread.
