Well by starter broken you mean the start motor doesn't turn or it turns over but engine doesn't start?

So two weeks ago I started my SV650 from 2003, but once I rode my bike out of my street it lost power and turned off kinda felt like there was not enough gas but there is enough gas. Then I tried to start it, but the crank over started slower and slower until it stopped. And now it doesn't do anything anymore, what can be the problem? My bike stood outside in the rain for a while

what gen is it. as the Gen 2s can be started by jumping fuses under the seat, according to a video i just watch on YT kzbin.info/www/bejne/ipSYanqAqs6EpZo
