It makes sense It's a good idea at the end of the day. A system meant to penetrate the most secure water lines and the planet for the cartels would work equally well for covert operators. It's just like how those mini bomb drones That started life in the service of the Taliban and were later perfected by the Ukrainian military are being adopted by pretty much every military out there now. Good ideas do not need to come out of billion dollar companies as they say desperation is the mother of invention, be it the desperation to get millions of dollars of drugs across a powerfully secured border, or the desperation of Fighting off a numerically and technologically superior enemy. And considering how easy it is to get crack all over Miami and how many Russian tanks I've seen blown up I'd say both have succeeded exceptionally.

Since the taxpayers foot the bill not as much as youd think. There are a few agencies with part of their funding being "black". For the most part congress has to approve everything. Furthermore every system is governed by the laws of physics. Example. Some assert our nuclear carriers have "classified" top speeds and make fantastic claims like 50 knots or more. BS. Naval architects can calculate the hull design and know the maximum is about 32 knots.

In submerged mode, the reason they have to fill the hull with water is because if they filled even a small fraction with air, they would not be able to submerge. And if they had ten tons of lead as ballast they couldn’t parachute out of an airplane, or act like a speed boat.

Let's be honest, adding the extra equipment to pressurize is cost, size, and complexity, while limiting utility.
