I was advised to pick green gum balls, smash them abit and put them in vodka for 4/6 weeks, strain and store. Is this ok?

You should always collect green gumballs. Brown ones have already lost their seeds. Wait until your green (collected) gumballs turn brown. Place them in a paper bag and shake every day. Once they've turned you can smash them, if you want, and place all of it in vodka.

Collect them green and then you have to wait until they turn brown. You can do that but I'm not sure about how strong it will be.

Typical dosage for most tinctures is 1-3 droppers a day, 1-3 times a day. Just like any medicine it depends on the individual person, weight, etc.

That would certainly work! I don't want the bits in with my seeds. It changes your ratios. I do know of someone that carefully saws the pods in half.

Won’t the seeds from gum balls falling to the ground in fall work? It’s almost impossible to get green gum balls from our trees because the branches are too high up.

They are green when you put them in the bag. If you get them when they are already brown the seeds have fallen out. They turn green to brown in the bag over time.
