They should be able to I assume because the world map we explore so far is only about 50%. Hopefully new province to explore further down left corner of the map.

I can only play it again 2 times. The first time I chose Cao Cao and the second time I chose Ton Sac. I wanted to play it again a 3rd time to choose Ohe Liu Bei but they didn't let me. Is there any way to replay 3 times or only 2 times max?thanks u

Go back to the inn, click on story, go to chapter 3 and you can play on Liu Bei side

If I'm not mistaken, you need to max out all of the provinces peace
