It's probably because Mel Gibson probably didn't want to do many of his own stunts, which makes fight choreography harder to do if it's mostly just doubles the entire time. But that's okay because this fight was supposed to be more personal anyways, and less flashy.

I still say the fight between him and Van Damme was better. In style and how personal it was. Considering Mel Gibson's character was once a friend and co-founder of the team, this fight should've been more personal to Barney, and lasted longer and been much more brutal.
