(14 Feb 1978) Ethiopian military leader Mengistu Haile Mariam threatened to break off diplomatic relations with the West if it used the presence of Russian and Cuban advisers as a pretext to support Somalia. The Ethiopian leader was addressing a news conference in Addis Ababa.
