I love that the glycogen branching enzyme is named glycogen branching enzyme. Imagine if we named all enzymes like that. Let's see, kinase would be phosphoryl adding enzyme and polymerase would be nucleic acid building enzyme...

Glycogenin is definitely an enzyme. You can check wikipedia to confirm that.
