When people in these situations see a cameraman, they honk their horns to get attention, to signal that theyre there. The drivers on that roundabout are there to celebrate, if they actually wanted to go elsewhere and move their car, they would politely ask the people in front and the soldiers there to help the traffic flow. The cars aren't moving on purpose.
