They had the chance to hand in their weapons and get new ID cards as did most of the former regime's foot soldiers. If they didn't do that, it's safe to assume they are simply being stubborn/attempting to cause chaos

Usually they are just soldiers and units that have done everything illegal or immoral and thus have only the option to fight or flee. Seeing that they can’t retreat across the border they’ll fight to “the last” before even thinking of surrender. Think of it like holdouts after WWII, the American Civil War, or even any anti-Taliban fighters in Afghanistan.

It feels like people think this regime was run on thin air for 13 years of civilwar. There are always people who have been complicit not just because they were forced to, but because they had aligning intrests. Some are forced, but there needs to be people forcing for there to be people who were forced. And there needs to be so many in this instance that barely the top ecehlon would have had time to run.

Assad era is over and people who have to fear are the ones who committed crimes with evidences, and their number maybe in thousands or tens of thousands at most. He would have had an army bigger that HTS but his concern was Turkey and Israel who would have then bombed the population under the guise of fighting Kurds and Iran respectively. Russia would have evacuated him even if that gamble failed and nobody would have stopped him but then people would have fared even worse.

HTS is designated a terrorist organisation by the EU as well, which, if you don't know it, includes Germany. In their defence, HTS inherited the designation from its past affiliation with al-Qaeda. If HTS keeps on the straight and narrow, it'll be struck off the terrorists list in a not too distant future.
