I think it has to do with how League works, LoL is a 2D game with 3D animations, so while we see the minions up in the air, their real position is in the ground next to the turret, that's why the Q doesn't hit them

It's fixed for competitive but t1 occasionally gets hit by it. That's why their players have so much sponsor work last year because they couldn't fulfill their streaming duties due to constant attacks while streaming. I think they can also do solo queue just fine unless the attackers finds their lobby through their teammates. Scrims aren't affected though so they do indeed practice just fine.
