As a YSA, I think part of the reason activity is so low and YSAs leave the religion is because they have questions they feel they can't get an adequate answer from Church leaders.

One thing that would help is to emphasize covenants over history. Another suggestion I have is to dial back some doctrines, like tithing. The YSAs of today are poor, and actually it is possible the Lord's opinion of tithing was misinterpreted anyway.

My personal one sentence definition of"Worthy" and a scripture to back it. Faith in Christ sufficient to let him change you, let him heal you and hope for the future he will bring you into. Messiah 5: 2. And they all cried with one voice, saying: Yea, we believe all the words which thou hast spoken unto us; and also, we know of their surety and truth, because of the Spirit of the Lord Omnipotent, which has wrought a mighty change in us, or in our hearts, that we have no more disposition to do evil, but to do good continually. 3. And we, ourselves, also, through the infinite goodness of God, and the manifestations of his Spirit, have great views of that which is to come; and were it expedient, we could prophesy of all things.

I don't live in Utah or the US but when they started the YSA Branch here they noticed that prior to the creation of the branch there was more activity and less marriage, after it was created more marriage but more inactivity
