T3FD Antenna making

Let's say I use a 1000 ohm termination resistor. There seems to be disagreement about the balun. Can you explain how to choose a balun ratio of 9:1 vs 12:1 vs 16:1?

I made it according to the description. hflink.com/antenna/Build_a_T3FD_Antenna_by_Tony_Rycko_KA2UFO.pdf With a 9:1 balun. The first resistor was 900 ohms. I replaced it, but I don't see any difference. I also measured it with an antenna analyzer.
